Make love not war = means on good terms with people, good relationship so on.

They say love is a misunderstanding between fools so I would say this most probally has something to do with what we call having sex (a bit of rough and tumble if you like). But when it comes to making love then this changes as the sex is meaningful (intimate and loving) I think
