Why are real estate taxes higher in one county than they are in an adjoining county?

Because each county can set their own tax rate over and above any state taxes.

That much is true. Also, if a county has a University, the taxes are higher---I know, I just moved into one.

Taxes are used to support the city services. The more a city provides, the more money they need to provide those services, the higher the property taxes or sales tax. If grossly mismanaged by the City Council, our taxes will go up but the services will not. Economics 101

Had to do with how good the roads there are, what the taxpayer base is, how good the police and fire are and how bid the county is etc
