If the actual parents of the children are unable to raise them, then yes. Otherwise, the children one creates are the responsibility of those doing the creating. If the grandparents are unable to take up this responsibility, then the children should be adopted out to a kind and loving home. Of course, I've just made it sound so much more simple than it really is. In reality, there are usually so many variables in effect that often a clear cut solution is not easily possible. Life is messy. :)

If the parents are unable to raise them. What will cause a parent to not be able to raise their own children? Perhaps a viable answer would be that (a) the fathers of these children are leaving them with the moms who has to work for a living (b) the dads are in jail for not paying child support. (c) the moms and dads are on drugs of some sort and incapable of doing the normal job of raising their own children (d) perhaps the most reasonable answer would be the parents do not have the parental love in their hearts for neither their own children, nor their parents who are too old, too sick, too weak, to raise their grandchildren.

No, I do not believe that grandparents should raise their grandchildren, as long as there is one parent capable of doing so. Yet, we have now so many grandparents raising their grandchildren because of all or some of the above.

I do believe that in my very first line, I said what you said in your last paragraph. But consider this, if the children one engenders are the responsibility of the engendering party, then grandparents are also responsible for their grandchildren. After all, had they not had the children who then had children ... well you get the point, yes?

Not unless they have to. Each person who creates a child is responsible for raising that child.
