Why is China building nuclear reactors in Pakistan?

With the Taliban ever edging in, and the ISI supporting them, how could China ever think of making Pakistan a nuclear state? Isn't that a risky thing to do for world peace?

China has also been providing secretly weapons to the Maoist rebels and other extremist groups in the state of Assam. They have been eying on capturing Arunachal Pradesh and have been creating a lot of other problems for India. They have also been creating Naval bases in Mauritius and Sri Lanka.

I don't know why but I find it pretty scary. A spokesman for the Chinese foreign ministry said China is building the reactors for Pakistan, that they are civilian reactors and "It is for peaceful purposes, and is under the supervision of the International Atomic Energy Agency." (BBC.com)

Pakistan is already nuclear-armed, though. It has one military reactor and two civilian.
